Leadership Team
Jay Brown, PE
President & Principal Engineer
Jay Brown, PE, founded JBPro in 1995 and is the current President. Jay is a Principal Engineer with JBPro and is actively involved in managing many JBPro engineering projects. He is a graduate of the University of Florida and has been a practicing civil engineer in the Gainesville area since 1986. He focuses on many project types, including site development, transportation, drainage, utility, and recreation projects. Jay is a highly experienced engineer known for his careful attention to design and detail. As a result, he leads the design visioning for the firm. Jay is active in the Builders Association of North Central Florida, ASCE, and his church community. He also donates his time, talent, and energy to many other local charity organizations. Jay believes in a consistent approach to hard work, quality design, and client advocacy.
Troy Wright, PSM
Vice President, Director of Surveying
Troy Wright joined JBPro in August of 2017 and is a local Alachua County native and JBPro’s progressive and driven Director of Surveying. Troy is a licensed surveyor and mapper with a bachelor’s degree in Geomatics Engineering from Florida Atlantic University. Troy started his career traveling the country, learning new technologies, and out-of-the-box ways of surveying on extraordinary projects such as Disney’s Avatar Land. He is now leading the JBPro Surveying Department to new heights that had previously been unattainable.
Michael Brown
Director of Administration
Michael Brown is a Gainesville native who joined JBPro in July of 2019 and now serves as Director of Administration. Before JBPro, Michael played two years of college basketball at Davidson College and transferred to the University of Florida, where he earned his Bachelors of Arts in Economics. With interest in finance and general business administration, Michael quickly established himself as a company leader. Michael oversees marketing, human resources, and finance for the company.
Kathie Ebaugh, FAICP
Director of Planning
Kathie Ebaugh is an accredited city planner and public administrator with over twenty-five years working for and with local governments and planning departments, development firms, community organizations, and municipal, county, and state agencies. She is experienced in all facets of community development and planning–e.g.: community visioning and workshop facilitation; comprehensive plans. zoning codes, and land development regulations; site design and permitting; land development and construction; public facility and infrastructure planning; transportation and multimodal connectivity; capital budgeting; economic development; and intergovernmental coordination.

Kyle Willems, PE
Director of Engineering
Kyle Willems is a native Floridian born and raised on the Treasure Coast who moved to Gainesville in 2012 to attend the University of Florida. Kyle received his Bachelor of Science in Civil Engineering from the University of Florida in 2016 and earned his Master of Science in Civil Engineering with a concentration in structural engineering in 2018. Since joining the JBPro family in September of 2018, Kyle has gained experience in various portions of Civil Engineering, including work with both the private and public sectors. His expertise ranges from subdivision and roadway design in the private sector to site plan and infrastructure improvement design in the public sector. Kyle enjoys using his creative side to develop innovative solutions for engineering-related challenges that arise throughout a project. He prides himself in producing quality designs in an efficient and organized manner to meet all of our client’s needs on each and every project.
Civil Engineering
Project Manager
Logan Peters is a Gainesville native who earned her Bachelor of Science in Civil Engineering from the University of Florida in 2012 and joined JBPro in April 2013. She is a Florida Licensed Professional Engineer and specializes in subdivision and stormwater design. Logan has experience with both the public and private sectors with a wealth of land development design and permitting knowledge. Logan enjoys flexing her creative side to develop unconventional design strategies to address clients’ needs and follow through with those strategies to deliver superior projects.
Project Manager
Tim Boehlein has been with JBPro since January of 2015. He was born and raised in Gainesville and graduated from the University of Florida in 2019 with a degree in Civil Engineering. Tim is a LEED Green Associate, is certified with the FDOT for Advanced Temporary Traffic Control, and a Professional Engineer with his License in Florida, Georgia, South Carolina, and North Carolina. Tim can be found outside of the office at all Gator sports and is the Captain of the Gator Tip-Off Club. He is also an avid backpacker and camper.
Project Manager
Jack Charnas has been with JBPro since May 2019. He moved to Florida in 2005 and was raised in Gainesville, where he ultimately attended the University of Florida and graduated with his degree in Civil Engineering in 2020. As a Florida Licensed Professional Engineer, Jack specializes in transportation design and has worked in both the private and public sector with previous experience working for the Florida Department of Transportation (FDOT) and the U.S. Department of Agriculture Natural Resources Conservation Service (USDA-NRCS).

James “Jimmy” Jones III, PE, is a proud husband, father, and accomplished civil engineer with a solid background in municipal land development, transportation, and water/wastewater infrastructure. Born and raised in Bronson, Florida, Jimmy is deeply committed to public service and improving the essential systems that support his community. He is a licensed Professional Engineer in the State of Florida and holds a Bachelor of Science in Civil Engineering from Embry-Riddle Aeronautical University, where he also competed as a student-athlete on the baseball team. With over six years of experience spanning both design and construction management, Jimmy has successfully delivered a wide range of public infrastructure projects from planning through execution. His work reflects sound engineering judgment, operational efficiency, and a deep understanding of utility systems and regulatory frameworks.
Surveying Team
Richard White, PLS
Senior Survey Manager
Richard White is a licensed Professional Land Surveyor licensed in the State of Florida. He has over forty years of experience serving as project manager on typical boundary survey projects ranging from small lots and complete subdivisions to large acreage tracts. He has experience managing most major forms of surveying on high-value commercial projects as well as Ordinary High Water and Mean High Water Surveys. Richard also has an extensive background in providing expert testimony in a variety of court cases including boundary litigation, eminent domain, accidents and contractual cases.
Mr. White brought his firm, Broward Davis and Assoc., Inc., which has served the Tallahassee, Florida area since 1957 to join with JBPro in February 2022. With this new alliance, JBPro and Richard look forward to continuing to provide excellent service to all of North and Central Florida from our offices in Tallahassee, Gainesville and St Augustine.
Jack Trahan
Project Manager
Jack Trahan joined JBPro in November of 2019 and responds to survey fieldwork’s unique challenges with drive, commitment to quality, and an exceptionally positive attitude. He couples 10 years of Architectural Drafting experience, an Associates of Arts in Engineering, and the leadership experiences gained during his time conducting Search and Rescue operations as part of the United States Coast Guard to generate timely and quality survey products.

Nick Hill, AICP
Project Manager
Nick Hill, AICP, is a Senior Planner at JBPro specializing in community-driven planning and GIS mapping. He brings expertise in public engagement, visioning, comprehensive planning, community redevelopment, land development code rewrites, and planning analyses. In his work, Nick emphasizes empowering communities to take an active role in shaping local plans and policies. In his free time, Nick can usually be found biking with his family, reading anything within reach, or hunting down local diners and coffee spots.
Tara Howell
Project Manager
Tara Howell is a committed planner with a wealth of experience in both the public and private sectors. With a background in planning for rural areas such as Gilchrist County and Levy County, Tara honed her skills in zoning, future land use, development reviews, and comprehensive planning and now leverages this expertise to deliver successful outcomes for clients. As someone who lives in a small town, she champions thorough and engaging community planning, focusing on the issues that matter most to residents. In her leisure time, Tara enjoys family moments and the tranquility of reading.
